Staff

The Local employs staff to provide the membership with a number of services and to assist the Executive Committee and other elected representatives carry out their duties.

Staff Representatives

Staff Representatives serve as resource persons and advisors to the membership, stewards and Executive Committee. They are labour-relations professionals who help members with work-related problems, handle most of the Local’s grievance load, serve as co-lead negotiators during bargaining and help plan and facilitate training initiatives for members.

Administrative Staff

The Office Administrators provide administrative assistance to the Executive Committee, other committees, councils and caucuses of the Employer and to Staff Representatives and Staff Organizers. They also provide general assistance to the membership who contact the Local by email, phone or personal visits to the office.

Staff Organizers

The Staff Organizer is responsible for assisting members with mobilisation, outreach and organising initiatives. This includes assisting the Executive Committee and the membership more broadly with researching, planning and implementing: general member mobilisation and educational campaigns; bargaining-support initiatives and strike preparation; and organising new bargaining units.

CURRENT ADMINISTRATIVE STAFF:

Zaheen Karim, Financial Administrator

The Financial Administrator oversees the Local’s books. Responsibilities include: maintaining ledgers recording all financial transactions; providing the Secretary Treasurer with regular financial statements; liaising with the auditors and Trustees; and preparing of all cheques related to general operations for consideration by signing authorities.

Ellen de Leon, Funds Administrator

The Funds Administrator is responsible for administering the Local’s various funds; assisting members with any issues related to health insurance; liaising with the University on matters related to benefits; and advises the Executive and staff representatives on matters involving funds and some benefits.

Melissa Galeano, Executive Office Administrator

The Executive Office Administrator’s role is to keep the office running and provide non-financial administrative support to the Executive and membership. Duties include: event organization; maintaining the Local’s files, correspondence and electronic records; assisting members with general inquiries; member database management and maintenance; and designing and maintaining CUPE 3902’s various websites and other electronic social media communication tools.


Executive Director

The Executive Director is responsible for overseeing the day-to-day operations of the Local and supervising its unionized staff.
Additional duties include coordinating training initiatives for members and staff, liaising with other labour organizations and helping the Executive Committee plan and implement the Local’s short and long-term objectives, as mandated by the membership. The Executive Director reports to the Chair of the Local and the Executive Committee.

Union Committees

Union committees include all standing (permanent) committees of the Local, committees mandated by legislation and committees that have yearly, but not ongoing responsibilities.

  • The Grievance Committee consists of the President of the Local, Lead Stewards, and the Fourth Vice-President, to represent all seven bargaining units. The committee members are responsible for advising and assisting the Executive Committee and staff in matters involving grievances and grievance policy. The Grievance Committee oversees Departmental audits, coordinates the processing of grievances, and makes recommendations to the Executive Committee to send grievances to arbitration.

  • The standing members of the Bylaw & Policy Committee are your President and Lead Stewards, but meetings are open to all members in good standing. Voting members receive and respond to proposals to amend the Bylaws and Policy Compendium, and formulate their own proposals for review at a General Membership Meeting.

  • The Union seeks to have representatives on all of U of T’s Joint Health & Safety Committees (JHSCs) across campus. JHSC worker-reps meet monthly to share knowledge and strategies to act on workplace issues. Contact hso@cupe3902.org to become a Joint & Health and Safety Representative for your workplace. The Union’s advocacy work in the past has resulted in coalitions with other unions and community groups to protect against COVID and legionella, comprehensive health and safety training for all graduate students in Sciences and Engineering, and more meaningful inclusion of students under U of T’s health and safety policy (when they are excluded by legislation). 

  • The Finance Committee meets each winter term to prepare the annual budget for the upcoming fiscal year from May to April. A call for member-reps goes out in the Newsletter in January. Contact st@cupe3902.org if interested or to discuss financial proposals for the new year.
